Strategy for Sweden’s regional development cooperation in Asia and the Pacific region 2016–2021

The regional programme is guided by a “Strategy for Sweden's Regional Development Cooperation in Asia and the Pacific Region 2016-2021”. The thematic areas for the regional strategy are environment and climate, energy, urban planning, democracy and human rights.

The goal of the Swedish Regional Development Cooperation is sustainable development in Asia through mutual interactions between
1.      Human rights,
2.      Democracy,
3.      Equality,
4.      Environment and climate.
Implementation of the strategy entails collaboration with around 30 regional organizations.
Most are international non-governmental organizations and networks but there are also collaboration with intrastate organization’s, universities (research), different UN-organization’s, Asian Development Bank, the World Bank and Swedish governmental authorities. Private sector partners participate in some of the projects. Some of the programs involve cooperation with ASEAN. The Embassy also provide support for regional research collaboration.
The programs our partners implement cover different geographical areas. The geographical focus for the strategy is South Asia, Southeast Asia and the Pacific Region but most countries in Asia are represented in the different programs. In all programs and projects the Swedish government’s thematic priorities for development cooperation are incorporated; environment and climate, democracy and human rights; and gender equality and women´s role in development.
Sweden Grant Funds with ADB

Sweden Technical Assistance Grant Fund:
Established in 1992 to support technical assistance operations in developing member countries such as Cambodia and Viet Nam, in areas of institutional capacity and competence building; human resource development, including education in the management of marine environment and marine resources; awareness building; support of nongovernment organizations; institutional cooperation and regional coordination of marine and coastal natural resources development and management; and development of coastal communities » Cumulative commitment:  SKr14 million Multi-Donor Trust Fund
 Poverty and Environment Fund:
 Established in 2003 to promote mainstreaming of environment objectives in ADB operations and developing member country poverty reduction strategies, plans, programs, and projects » Cumulative commitment:  SKr25.5 million

 Asia Pacific Carbon Fund:
Established in 2006 to provide an additional source of finance at an early stage of the project cycle for projects in developing member countries that help and/or abate greenhouse gases » Cumulative commitment:  $15 million
 Cooperation Fund for Fighting HIV/AIDS in Asia and the Pacific:
Established in 2005 to promote effective HIV/AIDS interventions at the regional, sub regional, and country levels » Cumulative commitment:  SKr135 million
Clean Energy Fund:
Established in 2007 under the Clean Energy Financing Partnership Facility to improve energy security in developing member countries and decrease the rate of climate change through increased use of clean energy » Cumulative commitment:  SKr175 million
Carbon Market Initiative: Future Carbon Fund:
Established in 2008 to help developing countries undertake energy efficiency, renewable energy and other projects to reduce greenhouse gas emissions
»» Cumulative commitment: $20 million
Established in 2009 under the Urban Financing Partnership Facility to raise and invest cofinancing from development partner agencies to support the implementation of Strategy 2020 through the provision of grant funds for technical assistance and investments focused on providing pro-poor or environmental benefits »» Cumulative commitment:
  SKr650 million (including a guarantee facility of SKr500 million)
